The Idea behind language toggle is different from what translating pluigns do. Translating plugins slow down site but they have language toggle option too. If someone needs to translate the content then translating plugin is the better option. If someone just needs a language toggle that by clicking it the wordpress language should change and wordpress serves the related language strings translations added by theme and pluigns then language toggle is the better option and it will not slow down site too.
Suppose someone do not want to translate content but want to have the option that a user sees translations for next, previous and other strings added by a theme or a plugin, in this case language toggle is the better option.
